Mr. Waddles is a walking penguin on a stick classic from the 1980's.  He's not been on too many walks if any and has no wear at all, and still has his original cardboard header (seen here) but he is missing his stock (a dowel at the hardware store should be easy enough) and one of his feet flippers, if you want two flapping feet, again you should be able to get a small, thin piece of black rubber at the hardware store.  Other than that, this is a rare, very fun penguin collectible.  He's plastic with rubber flippers and feet.
